This document was developed in support of security goals and objectives by a group comprising lighting designers and providers, law enforcement managers and advisors, crime prevention specialists, criminalists, and risk managers, has focused on producing guidelines that are easy to understand and apply. In addition to lighting guidance, it includes discussion of the concept of crime prevention through environmental design (CTPED). This document is intended to provide specific guidelines for situations where it has been determined that security is an issue and is an important determining factor in the design or retrofit of a given property. There is a distinction made in this document between security lighting and lighting for safety. Security lighting is intended to protect people, property, and vital infrastructure from criminal and terroristic activities. Lighting for safety is intended to provide secure working conditions, secure passage, and identification of hazards or obstructions. This publication is for the use of property owners and managers, crime prevention specialists, law enforcement and security professionals, risk managers, lighting specifiers, contractors, homeowners, and those responsible for the protection of critical infrastructure who are concerned about security and the detection and prevention of crime and terrorism.
